Economic migration programs
Economic migration programs are government-regulated programs that offer citizenship or permanent residency in favour of a specific investment in the host country’s economy. According to Fortune Magazine, economic citizenship programs across the globe are a USD 2 billion dollar business per year. Residency by investment is another big market that accounts for 3 or 4 times more than citizenship programs.

Individual Investment Program
Malta has a cap of 1800 naturalizations under the IIP. As per recent modifications to the IIP rules and regulations, each applicant must invest a minimum of €150,000 in eligible securities – which are securities listed on the Malta Stock Exchange and that have been declared suitable for IIP and MRVP candidates. In 2018, this represented a total of €126,000,000 of purchase of eligible securities. According to Identity Malta, between July 1st 2016 to June 30th, 2017 the total contribution made by the IIP to the Maltese economy is estimated at €10,584,600,000 which is equivalent to 2, 7% of the GDP.
Malta Residency & Visa Program
The Malta Golden Visa program is not capped. Even though it is the youngest permanent residency program in Europe, it already attracts about 1000 applicants per year. Each applicant must invest a minimum of €250,000 in eligible securities – which are securities listed on the Malta Stock Exchange that have been declared suitable for IIP and MRVP candidates. So far, this represents a total of €250,000,000 of purchase of eligible securities. Effective September 1st, 2018 in terms of regulation 2(1) of the Malta Residence and Visa Regulations (S.L. 217.18), Identity Malta made an announcement that the investment referred to in regulation 6(1)(d) can be made in debt or equity securities listed on the Malta Stock Exchange.
UK Tier 1 (investor) Visa
An analysis of the statistics by Shard Capital and Guardian Stockbrokers in The United Kingdom shows that 92 Tier 1 Investor visas were granted during the second quarter of 2018 keeping an average of 80 applicants per quarter or about 320 applicants per year. Each applicant must invest a minimum of £2,000,000 in eligible securities – which represents £640,000,000 of investable capital per year.
